Firestore P2 files to FCP - duplicate frame removal

This is a FCP ingest/Firestore/HVX issue:

I recently shot 720p/60 -- some full 60, as well as some 24 over 60 -- captured to Firestore (P2, not P2N -- I didn’t use the native mode on the Firestore for the 24 frame clips, because I was switching back and forth between 24 and 60 a lot, and didn’t want to muck around with the Firestore each time I switched frame rates).

When transferring into FCP (6.0.1), I had “remove duplicate frames” selected. Even so, the duplicate frames didn’t get removed from the 24 over 60 clips, so I still had to use the DVCPRO HD Frame Rate Converter to lose the extra frames (I was cutting in a 24 frame timeline with all the 60 clips conformed to 24 for slo-mo).

So I’m wondering what broke down in the process:

Does the “remove duplicate frames” option in the Log/Transfer window rely solely on the frames being flagged, or does it actively analyze the frames to see if there are any duplicates? If the latter, why aren’t the extra frames getting pulled out on transfer? If the former, I’m guessing the duplicate frame flags get lost somewhere between the HVX and the Firestore, so the Firestore (and FCP) thinks its a true 60 fps clip with no duplicate frames -- or perhaps the HVX isn't flagging the extra frames in the way I that understand the process to work?

Thanks for any thoughts!
