I received and email from Focus Enhancements and they said that they are going to be releasing in Mid/Late February, but that's what they said about December. I'm bumbed and a bit pissed off....this doesn't bode to well for the final product. I'm a bit worried. Should I cancel my order?

Let me put it the way that my old boss at Westwood Studios (videogame company) used to say it:
"A late game is late only until it ships. A bad game is bad forever."
I don't mind them taking their time. Firestore has a great reputation. If they're holding the product off the market until it's "perfect", well, please do! Dumping a product on the market before it's ready is a recipe for disaster. I'd rather they fix and refine and perfect the product before shipping it to us, even if that means it'll be months later.
The undeniable portion of this is: is the product ready now? Or not? If it's not ready, why ask for it sooner? I wouldn't want it if it wasn't ready.
So the question you're asking is, what's with the holdup: does it portend disaster? I'd have to say no, only because the Firestore reputation precedes them, as does the unflattering experience of the QuickStream. If the FS-4 doesn't work, I don't believe they'll release it. If and when it does work with absolute rock-solid reliability, then they'll release it, and not before then.
At least, that's what I hope is happening! I've had one on pre-order for quite a while, and the shifting shipping date is annoying, but... I gotta believe it's because "they will release no wine before its time"...
