How can it be done? Only in post with camera movement + Keyframes... or already on shooting - or both? Maybe anyone knows a tutorial for that kind of stuff?

Yes, but not only that. There are camera pannings over a scene with variations in speed. Is this just made in post e.g. with Time Remapping + keyframing in AE?

It is just speed adjustments when the camera pans. The pans are in camera and the speed adjustments are done in post. However the slow-mo might have been done in camera. You would need to look at the specs of the camera.

I know Kramer mentions it in his tutorial, but pixel motion is your friend for slowing down shots like that. If you can get it, Twixtor is a GREAT plugin for dealing with changing the speed of footage.

Yes, but render time is very long and a bit annoying...
