Exporting problem

Well I have a 16:9 project in Premiere Pro 2.0 and it's 720:480, but it looks cropped when I export a frame or a video. Here's a screen shot of the comparison...

I use prem6.5. When exporting a frame I found that 960x480 ( the same rez as the ccd ) works best. Don't know why the video would look cropped ,unless the monitor isn't 16:9 ?
