This worked out really well... cold-start CDM fresnel. Very pleased.

This 150 watt bulb, $29.00... (just waiting for the first whining response of "But it's only 85 CRI...". Fine, go find me a 95 CRI globe for the same price that renders this nicely...)
And this electronic ballast, $50 - flicker free to (at least) 1/300th shutter.
A donor fresnel, some enclosure parts for the ballast, wiring, etc. I think I spent $40 on parts, and I had an old Altman 6" fresnel (they're often on eBay for $30 - $50). Great budget fixture.
Result is a nice daylight fresnel, about 500-650 equivalent. The bulb is decent, has a bit of a magenta spike (which beats the hell out of green!) My intended use would be hair/rim lighting so color's fine.
I can post complete parts list and build notes if anyone wants to play with this. Works great and I'd not hesitate to use it on a client shoot, no duct tape or PVC pipe used.
RGB testing, I show this could actually use maybe 1/8 or less +green gel. The bit of pinkish warmth works for me though.
