Like the title says. I can get a GH1 for around $300 and a 20mm 1.7 lens for $320=600 or get a GH13 for $450 or GH2 for $850. Is qaulity that drastic ? Also is it better than 7d and t3i video quality ?

I'd either get the GH13 or the GH2 - Either one will give you great quality. The nicest part of the GH2 IMO though is the native 24P high quality mode - I would have loved that in the GH1.

The technical quality of the Panasonic is better than the Canon, meaning more resolution and less moire/aliasing. But, some people prefer the Canon colors/look and I don't blame them. They can ALL output wonderful images in the right hands.
Having said all of that, if you can afford the GH2's extra cost - I believe it's worth the money for the features/quality/reliability.

Everything you write says the quality of the footage is most important to you. That being the case, buy the GH2.

I use the GH13 in 24p and the GH2, and after hours of testing there really isn't a whole lot of difference in IQ. Moiree is better on my GH13, but in real world shooting it isn't an issue with either cam. The GH13 in 24p looks so super, super clean at ISO 100 with the Panny 20mm. The GH2 has little more punch out of the box, but you can adjust that in camera or in post. The GH2 has a few more useful features.
Another thing is you could get the GH13 and a canon CC and have more flexibility.
You can't go too far wrong. IMHO the extra $$$ for the hacked cam is really worth it, but on the other hand I got the GH2 for $720 through Panasonic, so it isn't much more.

I'd go GH2- the improvements in the codec and the operation of the camera- menus, touch screen, button ergonomics, etc are amazing and worth the price.

And don't forget external monitoring in record mode. That's the dealbreaker on the GH1 for me.
