.CR2 files (RAW Still images)

What do I need for those? Photoshop CS4 doesn't recognize them, but there doesn't seem any sense in RAW-Files that can't be used with photoshop. Do I have to change any settings in the camera?

Not sure which camera you have, but your camera probably shipped with DPP software that is probably the best at extracting all the detail out of the raw shots that your camera takes. It's perfectly capable of generating JPG and TIFF files as well as many others. Too many people assume that the software that comes with the camera is not worth using. DPP may not be quite as user friendly as Adobe Camera RAW, but if you take just a little time to learn it then you can get some great results!

Processing .CR2 RAW images in Photoshop or Bridge is performed by ACR, Adobe Camera Raw and is much easier than in the Canon software. Your version of CS4 / ACR needs an update and then it will recognize those files. OTOH, although DPP is clunky it can deliver a better RAW conversion than ACR in some cases.

my workflow is: open CR2 files in DPP, expose them, apply curves, sharpening, etc, then convert to JPG (or TIFF, then edit in photoshop or similar, if needed; most often, it's not)

I don't think newer Adobe Camera Raw will work for Photoshop CS4. I'm in the same predicament and have had to use the Canon software that came with the camera (T2i) when working with .CR2 RAW files.

Check: http://www.adobe.com/products/photoshop/cameraraw.html

The 550D/T2i is listed in supported cameras, but there is this message on the page: "Camera Raw 6 is not compatible with Photoshop CS4."

I'm not sure if this is a bad workflow or not (I'm a newbie), but I've been using Adobe DNG Converter to convert the raw files to dng. Then Photoshop recognizes them fine. I'm still on CS3 .

This is what I have been doing with my 60D and CS4, because CS4 will not recognize the raw files from the 60D. It works just fine.
