Choosing a Panasonic for Low-budget HD films

According to the specs, the HMC150 has a Native resolution of 1080 30P while the HPX170 has a native resolution of 720 progressive and shoots 1080 30P using 1080 60i. Does that make an impact on the image quality or is the HPX170 better image wise on 1080 progressive even if not native? I am just trying to figure some things out for choosing a camcorder.

None of that means anything. Don't get hung up on it.

The HPX170 and HMC150 use the same chipset and produce live images that are identical; the recording formats are different and the difference falls in the HPX170's favor.

The HPX170 is the better camera just about any way you slice it, with more features and more capabilities, but it costs more. The HMC150 costs less and can record on cheaper media. If you don't need the extra features of the HPX170, the HMC150 is a great way to save some money and get an excellent camcorder. If you can afford it, the HPX170 is everything the HMC150 is, and more.
