Cheap Sticks, Expensive Head Lightweight Setup?

I know that there are threads on tripods and heads, but I don't quite think there's been one about this particular issue.

So... any recommendations as to a tripod + head combination that has a really nice fluid head (with a bowl) attached to a pair of cheap sticks?

I don't need carbon fiber legs, but would like to keep the overall weight of the system below 8-9 lbs.

Any comments / criticisms of going for a system like this are appreciated.

The best head in the world will still suck if it's mounted to cheap legs that wobble and flex.

A cheap head on good legs works better, but good legs tend not to be cheap.

I went down this road trying to eke out the best tripod for cheap and was disappointed by every combo. I finally found an old Tiltall on eBay for $75 which works so damned well I don't think too much about heads and legs anymore.

There really in not that much difference between the weight of the sticks, it's the head that is the bulk of the weight.
