Also, creepy furry robots patrol the streets, making sure these female "dick heads" stay out of trouble. The fur-bots run on digested food prducts, making them appear to be more alive to the citizens of New Tokyo. The current theory is that anything that can eat human food will be more easily able to assimilate into the culture as a perceived living entity.
As for the girls' samurai-style hairdos, that's just bug nuts insane man.
