Canon XL2 Up rez to HDV?

Can it be done? And How?
What I really like to know is, can you convert SD 24p, 16:9 video footage from a Canon XL2 into HDV, 1080p or better? And how much will it cost?
What I have in mind is submission to Film Festivals and distribution.
