Canon 17-55 F2.8 lens: super slow focus pulls don't adjust focus??

Had an issue this AM shooting, where very slow and delicate manual focus pulls on my 17-55 F2.8 lens did NOT result in the focus changing. I was going for a slow, sweeping rack focus from background to foreground. The in-focus segment would move as expected in the frame, and then just stop if the speed was too slow. As such I could not do VERY slow rack focus pulls, only slow-medium speed.

I inspected the lens itself and you can clearly see, at very slow speeds, the focus distance gauge doesn't move at all. Is this just a quirk of the lens in general? Or is this a flaw in my particular lens?

Does anyone have this lens that they could verify the above for me? Trying to figure out if its just me or a quirk of the lens in general. thanks!

I used this lens for awhile and never saw the problem. Don't have it now. Not sure what you mean by super slow focus pulls. Do you have it on a motorized focus gear just barely turning it? I got rid of the lens because the focus throw was so short and grabby. Really hard to do small adjustments to focus. I would guess your lens has an issue.
