This may be a super noob question. I am interested in how to duplicate this effect and since I am completely self taught on final cut i still lack some tricks up my sleeves.

Effect? Seems more like a simple transition to me, specifically "wind blur" transition.

Are you talkin 'bout the the bonnet perspective distortion?... thats a CLASSIC! First used in "Jaws" I think.

Basically its all done by changing the focal length while matching it with an equal amount of forward movement of the camera.

To second Indigo, it's a camera move and not a post effect.

Requires a zoom lens and a dolly. Zoom the lens out while pushing the camera dolly in.
