Buying an old camera to stransfermini-DV tapes...

If the tapes have been sitting for looong time, it's recommended that you first rewind them forth and back.
Older SD camcorders (XL-1 etc) can be really useful here, they have slower, more 'tape friendlier' mechanisms.
For HDV, you need HDV camera to transfer the data from the tape. HV20/30/40 are good cheep choices.
If you experience drop-outs or have missing parts of the footage , you can salvage them by using slow-motion reproduction (use remote on HV series) and manually capturing the footage.
Then you get 4:3:3:2 half-frames, repeatedly (PAL), without sound.
If the recorded footage isn't interlaced, don't forget to check manually that your editing application is correctly interpreting PsF frames.
If you used Cinema mode when taping with HV30, HDV is quite decent for saving the highlights and having dark details with quick CC.
Low light images suffer from a lot off noise, but nothing that modern noise reducing algorithms can't handle.
Add a bit of post sharpening and you will end up with 0K HD images (or add Super-resolution resizing for 4k).

Definitely go with HV20/30/40 model as you must have an HDV camera to play back/capture HDV footage, and furthermore you are better off sticking with same brand of camera as you recorded the tapes with. Some camera makers have unique record formats that may not play back on other cameras - for instance tape was recorded as 24p, and camera used for playback does not support 24p, will not play back! Encountered this with two Sony cameras years ago, HDV tape recorded on one at 24p would not play back on another which only offered 60i recording.
There is always a good selection of the Canon HDV units on Ebay for a couple hundred bucks
