Blurry lights

How do I get the lights to be blurred, like this shot:

I've tried pointing the camera at lights and used the decrease the focus by using the focusing ring, but there was hardly that much change in focus.

to get the blurriest image you can also try with a long focal length (zoom in), it decreases he depth of field. try also to use an open iris (use the ND filters if you need to)
The thing is :
what lights are you using (far away sources like street lights or close small sources like a Xmas tree)
[edit] where is the picture coming from ? It may also help in recreating the same picture.
Also what is you purpose in creating such image ?
