Black balance?

Hey guys, I was just watching tv when a car commercial came on, and in the forrest, it seemed that the no-info blacks where actually a flat shade of very dark green, which made tbe forest look more exposed than it was. Is this what black balance is, getting your solid blacks to look a certain way?

I thought it was to get the closest to pure black that you can get. Although this may be totally wrong.

The green tint you see is most likely something that crept in during colour grading.

I beleive black balance is designed, as Maranfilms said, to get the purest black possible. However like WB, I'm sure it can be manipulated to give a certain colour cast to your footage. It's like playing with fire though, and safer to do in post.
