Bars and Tone volume??

I just popped a bars and tone on my Premiere CS5 timeline and noticed that the audio meters show it at -12. Am I missing something or is it usually at -6?????

The camera's bars? They're always -12.

That's where it should be, so far as I know. My Premiere CS4 is -12 as well.
