Maybe it was tied to a speed boat already out in the water. He hops a ride to an already predetermined location (like a dock), they load up the boat, cut loose the tube, and drive off.

Nobody even knows what they are looking for until they find the inner tube. By then it's too late.

Or maybe he had a paddle.
