Av and Tv mode: do they work for video?

When I'm in Tv or Av mode while taking video, these modes don't seem to function correctly. When I turn the big dial, the exposure scale is the only thing that adjusts. I can't set the shutter speed in Tv or the aperture in Av.

Do these modes not work in video mode?

thanks
