Anyone tried a Manfrotto Shoulder Brace 361?

Does anyone know if the Manfrotto 361 works without a Monopod, and whether it works well at stabilizing general hand-held work? Looks like it might do the trick, or does anyone recommend a product which might do the same job?

The arm on the Manfrotto is quite loose, I recall. I'm not sure it'll do well on its own for video!
