MY bad: I thought it was not shipped that way. I thought something happened over time after owner was using it. So I was curious if there was design weakness that other owners, like me, might see over time. example: design flaw so dust can easily collect on the inside lens elements. Or plastic shavings falling on lens over extended use of zooming in and out.
But obviously you read the thread better than me and saw it was shipped that way from the manufacturer.

the sensor was repaired by panasonic dirt in no time
I arrived Friday afternoon and I have not yet had time to try it
