A couple of different Frame Rate questions

I haven't seen these questions asked before, maybe because they're just too off base.

But If I don't ask I'll never know. Here goes ...

If I plan to produce a video for the web only, does it matter whether I shoot using the PAL or NTSC settings? The reason I ask is, I'm editing on Final Cut Express, which doesn't do 24fps. But I was wondering if I could get some of that effect shooting at 25 in PAL (FCE can handle that at 720p).

And if I do that, does it mean I can't burn the video on DVD and show it on TV in North America?

Final Cut Express doesn't do 24p? Wow. That sucks. And I say that as a total Apple fanboy.

You're right, though, PAL vs. NTSC shouldn't matter if the web is your final destination. And 25p will look a lot more like 24p than 30p.

If you want to go out to NTSC DVD with 25p, the best way to do it is slow the program down a bit (and re-pitch the audio) and create a 24p DVD (23.976p, actually, which the DVD player can output as NTSC-compliant 60i). But I'm guessing you'll have to go to software outside of FCE to do that (I've done such conversions with Final Cut Pro, and I expect After Effects can do the conversion, too).
