60fps down to 24fps?

I just got my T2i today and I want to know if there's a way to slow the footage down from 60fps to 24fps without removing in frames. I use Final Cut Express and can't really afford much since I'm in high school. Thank you for time.

What do you mean removing frames? Sounds like you want to conform the footage to make it slow motion, you will need Cinema Tools. This doesn't come with Final Cut Express, only with Studio so you'll need to get hold of that.
You can slow the footage down by changing the speed to 40%, but you won't get the same smooth result you're after.

Or you could use Premiere Pro CS5, you can just enter the frame rate you require and just press play, no rendering.
