Does it have to be exactly 45º?
Because if not, then well, for 24p or 25p, 1/50s is 180º, 1/100s is 90º, 1/200 is 45º.
If it has to be exact... then I'm not sure. I read the ML devs saying, a long time ago, that what Canon calls 1/50s is actually 1/48s, but I doubt it would be exactly 1/48s either, so, go figure. Someone would have to find a way to measure it (hint: not easy).
I was getting flicker(rolling bands too) at 24fps 1/50th in Asia (India, China, Thailand). I had to move to 25p and that fixed everything. (Using Canon 1D-C)Then again, if you're in 50Hz territory, as I am, then you really, really want it at 1/50s, not 1/48s, otherwise you get flicker. Which is why I think it's actually 1/50s, but ML used to call it 1/48s and they said the reason was that this was more accurate. Maybe they're close enough that you don't even get flicker.
