I thought about that- the 6D not having it- and my reasoning there is that the 6D is an entry level full frame camera. If it had it, a portion of customers would pass on the 5D MK3- not a lot, but some. And their track record (for DSLR video) started a mere 4 years ago- since then they have added the following: 24P, 720 60P, PAL/NTSC switchable, audio level control, audio meters, new codecs, a reduced alias/moire 3x zoom in the T3i, and in one model an with extra OLPF. Canon is slow....always have been. Which is why expecting revolutionary from them is unwise- I'm not expecting that, just the marginal improvements that they have been making since the 5D MK2 first came out. They won't give a 7D better video performance than the MK3- just equal video specs on an APS C sensor. Their short VDSLR history would actually suggest it. (again remember back to how excited people were for the original 7D video specs...it included a lot more than the initial 5D MK2 specs)
