I use premiere and after effects cs5...
The first step was to speed up my clips by 175% and do the rough cut in premiere.
Then I copied my timeline and pasted it into AE.
I used a videocopilot film effect overlay with twitch applied to it. Blur and levels were also added.
Then I created an adjustment layer that had levels, fast blur, and hue-saturation applied to it to get more of a vintage look.
You have to tweak all of those values to your taste. Changing the opacity on things and using blending modes made things work out to the way I wanted it to look.
I know that wasn't very detailed, but I don't have much time right now...
