30p in EU

Let's say I wanna shoot in 30p in Europe, if I use 1/50 for 30p (to avoid fluorescent lights flickering) instead of 1/60 do you think I'll see any blur due to the shutter not "in synch" with the frame rate? Will this be a similar result when using 1/30 for 25p?

if you look for it very carefully and in some very "scientific test" conditions, you'll see more motion blur, because the sutter is not set at 180º

still, on regular footage, and without alternative footage for comparison, I'm sure I wouldn't be able to tell if it is 1/50 or 1/60

there are much more experienced folk out there, though, and some of them may be sensitive enough to discern this; my guess is even most editors won't notice if you don't tell them

in terms of motion blur, it would be like using 1/42 for 25p (not that you'd want to do that without a very specific reason, it's just what the math says)

and in any case the reason is not that "in synch" thing, it's just that the shutter is open more than half of the 1/30 seconds that pass between one frame and the next, but it is pefectly synchronized with the frame rate
