24P playback with Qucik Time

I am shooting 720 24PN.
In FCP, when I export my timeline as a QT movie using DVCPROHD 72060P codec @ 23.98 fps the playback looks like 12 fps. (Like every other frame is duplicated) Quick Time plays back the individual captured files fine. WTF? I see no diffrence in any of the properties, especially concerning the timebase.
Any thoughts?
 
That was the first choice. No go. The exports play fine within Final Cut when re-imported. It's almost like Quick Time is seeing some weird flag I can't find. When you step through frame by frame they are all there, but playback looks like 1902 cadence wise.

Start up quicktime open the movie but don't play it, In quicktime Click Window and show movie info. What does it say?
