Not possible, is it?
Premiere CS4 won't let you export to tape from a 24p sequence, and in CS3 the option is there but it just doesn't work. I tried putting a 24f HDV capture onto a 29.97 sequence and exporting that way, but when I re-capture the footage, it captures as 29.97 and displays interlacing lines during the edit process.
I'm kind of upset about this. It really seems like this kind of thing should be a basic function of the whole setup.
