Working with imported files that have different resolutions (720x404 and 640x480)

I am just about to lose my mind here. I am importing 2 videos of different resolutions. One of the videos is 640 x 480 while the other is 720 x 404. I know that when I import these videos they will be resized to fit Avid’s standard resolution of 720 x 480. The 640 x 480 video will be stretched horizontally while the 720 x 404 video will be stretched vertically.

First, let me explain how I got these videos just in case there is something that should be done before importing them into Avid. The source videos originally came from VOB files that I extracted from 2 of my DVDs. I have QuickTime Pro and the MPEG-2 Component but after some tests I found that using Streamclip to export gave me cleaner results. I chose the Apple DV-NTSC codec within Streamclip as it allowed me to keep the original aspect ratios intact while creating files that Avid can import.

What I need to do is resize those videos so that they fit Avid's standard resolution while keeping their original aspect ratios. For example, the video that is 720 x 404 should show up with black bars on the top and bottom as illustrated in the middle picture. The black bars should be exactly 38 pixels high. The video that is 640 x 480, on the other hand, should have the top and bottom portion cropped since the resolution, when keeping the aspect ratio intact, would end up being 720 x 540. This is illustrated in the middle picture at the bottom. The red lines represent the portion that must be removed in order to make the picture conform to the 720 x 480 standard. That means that I would have to remove 720 x 30 pixels from the top and bottom in order for it to fit in the standard 720 x 480 frame.

I know that there is an effect that allows the user to stretch the frame but I find this option less than ideal as the user in not allowed to give exact measurements since it is done on a scale basis.

I find it hard to believe that Avid does not have a more precise way to resize imported files so that they are in their original sizes. Are there any effects that come with Avid that will do what I am trying to do? Is there a way to add black bars or to resize and crop Avid-ready video clips using Streamclip?

Thanks in advance
