Will downconverting produce higher quality?

If I will quote Barry

"Not if all things are equal"

If you shoot with two cams all having the same spec lens etc. The only thing that differs from them is the CCD one is SD one is HD. Then the SD would create for the purpose a better SD image.

The question about the HVX should be if its shoot better in SD then shooting HD then downconvert. Thats depend how they gonna read the native ccd.

The only thing i can think that should be better is if you shoot chromakey.

Shooting in HD for SD downconvert can give you options that people don't usually think of. Here are two that I've found useful;

1.) Turn edge sharpness/detailing WAY low on your HD recording.... then on a good downsample the "sharpness" and snap is back with none of the artificial ringing associated with using edge enhancing detailing.

2.) When shooting at extreme wide angle, or with a wide angle adapter you can used software to remove the distortion of bowed lines and make the lens have the geometric qualities that equal an expensive prime. You can do this with SD original footage as well, but it will soften the image more than you'd like. With HD, the softness is hidden in the downconvert.

Just a note, both of these points also are valid reasons for shooting in 1080 and finishing in 720p as well...
