Why turn Optical Image Stabilizer (OIS) Off?

The DVX manual recommends leaving the IOS off when the camera is mounted on a tripod. Anybody know why?

Because when you pan with the tripod, the OIS will try to counter the movement, and your footage will look pretty choppy as you pan.

Does it also use up the battery more with it on?

My old GL1 used to.
