Why does a single frame seem sharper

I just got my hvx200. I brought aspect from cineform to convert to avi for premiere 2.0. NO matter how our focus the shots look soft unless I stop the footage. I am using 720 by 30 p and high quality playback. Its almost like there is a haze over the images. What am I doing wrong

I'm not sure how Premiere works but in FCP even in high quality playback I have mine set for dynamic playback so it degrades the quality of the image in order to not drop any frames. When I stop playback, the image visibly sharpens.

I think this is normal. I use Aspect HD with the JVC HD100, and it does the same thing. Real-time playback looks a bit softer than still images or slow scubbing, but I believe this is how they optimize the pipeline to make sure it can play back HD in real time. Final rendering uses the full resolution.

Don't worry about this. All NLEs do some variation of this to keep speed up. Avid Xpress Pro currently won't even do 720p or 1080i in full resolution, even when you stop. I have to check my color correction by outputing frames as still Tiff files just to make sure everything looks just as good at full rez. HD is still pretty hard for most computers to handle so NLEs reduce the resolution to make things easier.
