Those are because of interlacing. Do you mean when you take screenshots in your NLE because if so (well if it is Vegas anyway) if you go to the movie properties and make the footage deinterlaced you can take save screenshots without those lines.

on a progressive display like a computer screen, interlacing is going to be very very visible.
de-interlacing or some sort of frame interpolation are the only way to get rid of those lines.
Shooting in a progressive mode like 30p or 24p will eliminate those lines.

In that case - You have got your interlaced fields in reverse order and the video is playing the wrong field first. (Its a time thing and what you are seeing is a fraction of a second later being played a fraction of a second ahead of itself- does that make sense ? :-/)

You are either capturing or out putting with the fields reversed.
Do a test.
1st - Check what your project setting is for field order in your NLE.
Then: Capture short length of footage using both options. a: Upper field first b: lower field first.
See which one is right and stick with it.

Assumeably if you shoot "p" mode this problem does not show.

i hadthe same problem, it was motion blur, go into speed and turn off motion blur.
