I have a movie file which is a low quality footage. The film has a few photos that I wanna use as photos. I made freeze frames in FCP 7 and exported them. I wonder if there is another way.

What's the best way to make stills from a movie file?

Open movie in Quicktime App. Go to the frame you want.
Hit Command-C (Copy)
Open Preview App.
Under File menu, you should have the option, "New from Clipboard"
Choose that.
Now you can export it to multiple formats.

Hope that helps as an alternative.
PS. VLC also has a snapshot option.

In FCPX you just skim to the frame you want go to export and choose export current frame as image. You can choose, JPEG, TIFF or PSD if I remember correctly.

If the original is already low quality, then there is no "best" way. The way you've already done it won't be any worse than the other methods mentioned above.
