What's Adobe Premiere Elements?

It's a "consumer" version of Pro.

Elements 3 was a real steal because it was more like Premiere Pro but without the more professional features but the same basic GUI. You could use Elements 3 and then move up to Pro with little trouble if you needed the pro tools.
Elements 4 is really very different in that the GUI is no longer the same and it seems as if Adobe made “great” efforts to keep it 100% consumer and not like Pro CS3 on any level.
I will say of all of the $140 or less NLE's it's still one of the best but I don't see it as a steppingstone to Premiere Pro anymore.
