What's a poor mans way of doing this effect?

Remember in fight club when the camera pans accross his apartment and objects start appearing? How do you do this?

It's simple to do when the camera is stationary. You just cut between when the object appears and when it's gone. Then transition with a fade. How do you do this when the camera is in motion?

Check out this movie at 1:40. I want a scene like that only with the camera panning slowly.

And the Fight Club scene:

The only way to do that is with a motion control rig that allows you to get repeatable movement and a clean background plate. This might be one way to do it low budget, it's made for shooting time lapse so I don't know whether it'll also work for motion control video. Depends on whether the software will allow you to do that.

While motion control is certainly a better answer, if your willing to spend huge amounts of time you can always roto and paint the effect. You can shoot a clean plate(and a bunch of hi-res stills) and then repeat the shot trying to match the camera move, then fix it inside your compositing app. You'll have to do a lot of roto, stablization and paint/cloneing but it can be done.

Sounds like a huge PITA.

I would do a bunch of superwide or even fisheye high res photos (where you add some stuff with every photo), deskew them (lens correction) in After Effects and also do the pan there.

No roto, no stabilisation, no pain.

Not too bad. To get the full Fight Club effect you need to fade the objects in, 3-5 frames of fade in.
