What kind of filters help with dynamic range for outside shots?

I'd like to get some nice shots with buildings and clouds mixed together without one or the other being under or over exp...polarizer?

And any recommendations?

Thank you.

dynamic range is kind of a constant - I think you're speaking more of scene luminance ratio. the most helpful thing is simply to use grads from the side top and bottom. that's always been my recipe. a butterfly is nice to float in over an actor. or whatever you have a flexfill on a boom pole. I used to use reflectors on a yoke and there amazingly effective if you can move freely for short scenes. There only two things you can do - remove highlights (grads) or pump up the fill (adding light) .

I'm not sure but camera tweaks may buy you a stop or two. the scene luminance is 100:1 which you have to fit into 12:1 or so.
it's the same old game.

Graduated ND filters are the big one for leveling out exposure with a bright sky, throwing more light on your subject and exposing accordingly is the other biggie.
