whats he trying to do? get it all balanced?

and in a harry potter behind the scenes on the first one, its 6 minutes loing, theres a scene where theres like 10 different black sheet, for lgihting, wut does that do?

You have to know how much light there is in a scence so that you expose the film correctly (You can't just look through a monitor to judge exposure when you are shooting film) so he is quite literally measuring "how much" light there is.
