What is the best way to get 25P in SD format ?

I'm shooting a documentary on the FS100E, and the broadcaster wants to let me shoot in SD for budget reasons. I would like to shoot in 25P, but this isn't possible on the FS100E as it only shoots in 50i in SD mode.

What's a better option: Shooting in HD (25P) and then downconvert it to SD ? Or shoot in 50i in SD mode and then convert it to 25P ?
