Various festivals define it in different ways but for the Oscars it's over 60 min for a feature and under 30 for a short. Between 30 and 60 you don't exist (for the Oscars).

Most festivals want shorts under 15 min. and features closer to 90. Most Hollywood films today are around 90 min. for a feature, but they used to be much closer to 60.

Broadcast is a different beast since an "hour show" is around 45 min. because of ads. Even a PBS "hour" is chopped down for station ID and "endorsements" and various other "non ad" (though they sure look like ads) stuf that they squeeze between shows.
