I saw someone do a test which shows a wobble effect because of the rolling shutter...
So when I pause the HD video...and its crystal clear...what am I seeing?

Am I seeing sections of what the picture was at that time but also sections from a millisecond in the over part...

What do you mean by "pause"?
"Rolling shutter" is not the same thing as the frame blur you would be familiar with in 35mm cinema.
The D90 shoots 24p. No frames are overlapped.

The cmos chip captures the picture in a similar way to how we read a page of text.
It does it over the course of the frame and that's why you get the rolling shutter jello cam effect.
That's why a flash from a still camera will often show up in only part of the picture, because it finished before the frame did for example.

It's interesting to note that our standard def tube televisions also exhibited a similar phenomenon because the image is scanned from the top to the bottom. However they decided to draw every other line on the screen then go back and draw the ones they skipped - and interlacing was born. It was mostly due to the fact that the phosphors on the screen would only glow for a short period of time before they faded out, less than the time it took to draw the whole frame. But it also reduced the wobble effect.
