Weird image stutter

I did some test shooting with my HVX and Brevis 35. When I played the footage back, I noticed there was a bit of a stutter in the tilting movement. My settings were as follows:

720pn
24fps
180 shutter
OIS: off

I'm not sure where the problem could be and I've had this issue in the past with some moving shots or when people are just passing in front of the camera. I posted the clip so feel free to examine it. I have the regular speed version followed by a slo mo.

My first guess would be your tilting speed.
Tilting or panning too fast can definitely cause a stuttering or strobing effect.

24 fps is pretty slow, and you can certainly lengthen the shutter. If it bugs you it should help to run it at 270 or even 350.

Some of the stutter we're seeing could be pulldown from 24 to 30.

So if I want to shoot 720pn at 24fps, what are the best settings? I don't see why the image should be so rough. Plus, isn't 180 the ideal shutter speed?

180 is the standard shutter speed for film.

If you took your footage, printed it to film, and projected it in a theater, it would look perfect. If you shot film, converted it to 15-30fps web video with no/cheap pulldown, and posted it online, it would look like that. If you're using a CRT you have to worry about how your refresh rates are affecting the playback, too. I'd look at your footage directly from the camera to your TV and see how you feel about the stutter.

It looks like you're not shooting in 180, either, but it could just be me. Theoretically if you shoot a 180 shutter and an object is moving 10px/second, each frame would have 5px of motion blur (rolling shutters and other complications excluded).
