Nope, it's not Izotope RX (it's also not $300)(or $900). This isn't an analyze & filter plugin, it's a one-slider, tuned-for-dialogue quickie. Generally well-liked when you quickly have to remove steady-state noise, hiss, or buzz. Yep, it's by Waves, but no, it's not so much for music mixing... designed more for dialogue.
So if you have a compatible NLE or audio host, along with a tight budget and lack of a noise tool - give 'er a try, or google up some reviews.
