I need to do something similar for a video. Can this be done in after effects?
or you guys think this was done a different way?

Easy to do in AE, and in fact, I bet it was done in AE.

Greenscreen, 3d layers, glow and keyframes, done.
Just make sure you add in a real light on your actor, or you can mask a glow
on your actor and time it with your glowing bars.

Ha ha! "Ok, so now my greenscreen layer is glowing and it's 3d, now what?"

Sorry.

Yeah, drk3p's pretty much nailed it. I wouldn't use any colored lighting on your talent, just lighting in general. You can always use an adjustment layer to match the glows/lighting easier if it starts as a regular light.

While a similar effect can be done in AE, my gut feeling is that was shot in a studio with florescent lightbulbs

For some of the video definitely, but it doesn't seem to be the case for the grabs that where posted. Those definitely seem like post, and yes AE would be good for this.

You can tell its not in a real place for those grabs because when the camera moves, you can see the person is a 2d layer

It looks like it was shot with the red or something similar in quality and all chromakey shots. This can be done in AE. It could just be shot in film since the color spectrum doesn't leave the palate as it does in video. There are no blowouts like on video. Blacks are deep black and the lights are still visible and not whited out. That's the advantage of film over video. Since film is so much more forgiving of a format to use.
