I think they push you towards that, but if you search on a web browser "how to add title to IMDB" you'll see that it just requires filling out a publicly accessable form. I just did it a week ago and I don't have a pro account.

From what I know, it's more to do with festival submissions through withoutabox. That guarantees your title will be accepted.
