Videomaker tutorial on Shutter

I was reading in the latest issue of Videomaker an article about shutter speed in video. No new info really, but I found this sidebar interesting and raised a few questions with me:

"When you drop the shutter speed to 1/30 or below, you are loosing every other line of resolution in your camcorder"

This is kinda confusing... does that mean that a camcorder skips a field in 60i when set to 1/30? I guess that's the only way it could be 1/30 because if it didn't skip that next field, it would be 1/60 right?

The Sony cameras do that. They double fields so you get half resolution.

The DVX in progressive mode doesn't do that, it continues to deliver full screen resolution.

I don't know if the DVX in interlaced mode drops fields or not, I don't have a 100A so I can't test the slow-shutter speeds. But I'd guess that it probably does.
