What NLE are you using? Vegas and FCP both have a TV effect built in which, used in combination with CC, can give a nice VHS look. It depends what aspect of VHS you want.
Are you looking for the scrolling noise that you get on an aging VHS tape, or the muted colours and poor dynamic range of a typical VHS family camcorder?

Dub your scene to a VHS tape, crinkle tape, playback and capture..Authentic!
This is why I love this site! I never would have thought about that!

Do a fine mosaic (tiny blocks) to de rez, add a tiny fast blur, and then add a lot of sharpen. VHS quality footage
