On my laptop, a dual core with 2 gig RAM, a 4K project with 4K file gives me about 9. When I drop the project to 2K with the same file, and use draft, I get up to a wider range from about 10-14.
I've been used to switching between draft and full quality depending on what I'm working on in the moment. Are you in "best?"
Generally, I've found that Vegas gives you the best results when you use project settings which fit the media and use "full." May not be true in all cases.
