But you can shoot in 720P and then down sample in camera so there is a workaround to make it available
 
The in-camera downconvert will only downconvert HD footage to DV tape.
And it doesn't look all that great, in my opinion.
Your best bet is to shoot onto P2 cards for your variable frame rate shots and then downconvert in post if you can (either in your NLE or in AE or something like that).
You'll probably get a cleaner downconvert that way.
